Road user charge options paper

In 2025 AEVA released an options paper in support of its advocacy for universal, mass × distance road user charging for Australia

AEVA advocates that a Road User Charge should be led by the Federal Government and administered through state/territory transport departments, with revenue being redistributed proportionally for road maintenance.

The universal Road User Charge should be applied to all light vehicles (up to 4.5 tonnes) and all heavy vehicles (greater than 4.5 tonnes) regardless of fuel source. The rate levied should eventually be equivalent to what the fuel excise would have ordinarily collected.

In November 2024 the former President of AEVA (Dr Chris Jones) published this article in defence of a "universal, mass-multiplied road user charge".

AEVA issued media releases in April 2025,  July 2025 and September 2025, calling for any road user charge to be universal.
